BUSINESS MEETING

President Birdsall called the meeting to order at 3:35 P.M. Art welcomed the PABE members and our guest.

ATTENDANCE: Members present were: Jean Bednarski (York), President, Arthur Birdsall (PBA), David Blaner (Allegheny County), Marianne Canning (Lehigh County), Charles Hagins (Cambria County), Barbara Kittrell (Berks County), D. Susan Kost (Schuylkill County), Patricia Martin (Bucks County), Secretary, Becky Morgenthal (Cumberland County), Vice President Nancy Paul (Montgomery County), Elizabeth Price (Delaware County), Carolyn Seibert-Drager (Franklin County), Barry M. Simpson, PBA, Daniel Stark (Chester County), and Evelyn Sullivan (Lancaster County); Roger Meitlon, (PBI.)
The president asked those present to introduce themselves.

MINUTES: The minutes of the October 9, 2002 meeting held at the Hershey Hotel were approved as presented per Dan Stark; Marianne Canning second the motion; vote: all in favor.

TREASURER’S REPORT: Diane Krivoniak, Treasurer’s report was not emailed in time for the meeting. The Treasurer’s report will be presented at the next meeting.

PBA Board of Governor’s Meeting on 11/20/02:

Art Birdsall reported for Barry Simpson, PBA’s Executive Director, the following:

PBA reported personnel changes

InCite Program: 6557 users/all court search have been implemented and added Lexus 1; all 50 States appellate court opinions for past 5 years and all Federal Circuits

Jan 2, 2003 The Phillips Group will be offering supplies with discount rates

Looking at Banking Proposals

Non-member recruitment in December

PA Blue Shield will be the new PBA health care provider

Task Force on Representation:

There will be a town meeting on 12/4/02 in Morgantown, PA concerning the rezoning of zone 3, 9 and establish a new zone 13. Zone 3 will be the same except for Lancaster going to zone 9 with Chester & Delaware. Montgomery & Bucks will be the new zone 13 and maybe Dauphin will be included there. Art Birdsall has written a history of the PBA Zones from the Annual Volumes.

Mandatory disclosure of malpractice insurance. This will be brought up in the House of Delegates. The report was approved by the Board of Governor’s and it was based upon the Virginia plan, which used the rules of conduct 1.0 through 1.9 of the 2002 Code of Civility.

Observer Status – Pennsylvania Bar Institute Board of Directors

President Art suggested that we determine this person’s responsibilities to both PABE and to the PBI Board. Some of their duties should include:

Understanding of PBI

Understanding of the Continuing Legal Education process in PA

Share their knowledge with other PABE members as well as input from other PABE members

The next meeting of the PBI board is February 13, 2003 in Mechanicsburg and April 23-24, 2003 at the PBA’s Annual Meeting.

Susan Swope is developing online CLE. PBI will do a press release announcing the new observer status.

OLD BUSINESS
Sandy Upor, Vice-President of CCBL will be reviewing the top ten projects submitted for County Bar Recognition awards and these people will be asked to talk about their project and the how to do the project.

HR110: Mike Schowyer has not written the report yet. Hopefully we can get a copy of this report when it does come out. Liz Price will do a program of County Legal Journals for the 2003 CCBL at the Hershey Motor Lodge. The 2004 CCBL will again be in Hershey due to renovations at the hotel in State College.

Citizens Bank is offering an Affinity Program to some of the Local Bar Associations.

David Blaner announced that in October 2003 the ACBA will be hosting the ABA-YLD conference at Station Square with the PBA and Colburn as co-sponsors.

NEW BUSINESS

PABE Retreat to be held where?
Suggestions mentioned were the Hershey Hotel, State College in May or Nemacolin. The days should be Sunday/Monday to get the cheapest rates.

Barry Simpson announced the elimination of the 3rd period discount and upping the cut off date to June 30 for full payment.

Dan Stark brought up a question about hosting an open bar and how to insure and protect the association. The suggestion was to buy a rider on your policy for this coverage.

The next PABE meeting will be held on Feb. 27th at noon in Hershey at the beginning of the CCBL.

The meeting was adjourned.
