Minutes of the meeting of  November 20, 2003

BUSINESS MEETING

 

            President Birdsall called the meeting to order.

 

ATTENDANCE:  Members present were: Jean Bednarski (York), President, Arthur Birdsall (PBA), David Blaner (Allegheny), Marianne Canning (Lehigh), Bruce Fleischer (Centre), Susan Kenny (Monroe), Barbara Kittrell (Berks), D. Susan Kost (Schuylkill), Elizabeth Kramer (PBA), Diane Krivoniak (Westmoreland), Shelly Lawson, (USI Colburn), David Maola (Chester), Roger Meilton (PBI), Donald Morgan (Dauphin), Secretary, Becky Morgenthal (Cumberland), Vice President Nancy Paul (Montgomery), Elizabeth Price (Delaware), Carolyn Seibert-Drager (Franklin), Kenneth Shear (Philadelphia), and Evelyn Sullivan (Lancaster) 

 

MINUTES:  Liz Price moved to approve the minutes of April 24, 2003; Ev Sullivan second the motion; vote:  all in favor.

 

TREASURER’S REPORT:  Nancy Paul moved to accept the treasurer’s report as presented; Barbara Kittrell second the motion; vote:  all in favor.

 

REPORT OF THE PRESIDENT:

  • PBA Board of Governor’s met yesterday and these are highlights of the meeting:

1.  New Audit standards are in effect beginning 2004;  Form SAS99, Fraud Audit, negotiate with your auditors

2.  Reviewed pension program

3.  Hired Salomon Smith Barney, Inc. for 6 month trial investment program for PBA members

4.  YLD project – Judicial Reference Guide

  • Retreat in Erie, PA was suggested sometime during the end of July or the beginning of August.  Ken Shear moved to go to Erie; David Blaner second the motion; vote:  all in favor.
  • The idea of chartering a bus to Erie was discussed.  The following members agreed to work out dates and look into chartering a bus:

  • Art introduced David Maola, the new executive director of the Chester County Bar Association

 

2004 Conference of County Bar Leaders is to be held on March 5 – 6, 2004.  Barbara Kittrell is our PABE representative on this committee.  Some of the programs PABE members are involved in are “Relationship between Bar Executives, Officers, Board and staff” and Jim Wells, YLD Chair-elect is doing a program “Getting involved in the organized bar.”

 

President Birdsall asked the question:  How many organized bar associations subsidize their YLD committee and/or give breaks on membership dues?

 

Dauphin         $2,000 budget

Franklin          $500 budget for New Members Committee

Monroe          $2000 budget and discounted dues for the first 3 years

Lehigh            $1,000 budget

Schuylkill        YLD not active for the last 5 years

Chester          $1500 budget

Philadelphia    $50,000 budget/ no section dues

Allegheny       $42,00 budget/ 1/3 of their bar qualify as YLD members

Westmoreland  $1,000 budget/ the stronger the Chair the more active the members

York              $2,000 budget/ pay every other leadership training

Lancaster       $1,000 budget/Bridge the Gap is free to YLD

Berks             $1,000 budget plus money from their section dues

Delaware       $8,000 budget/ 93 paying members/ LRS first year free

Montgomery  $15,000 budget/ small core group/ People’s Law School

Cumberland   $2,250 budget/ first year free LRS & CCBA/ discounted dues years 2-4

 

PABE Retreat April 25 – 27, 2004 at Skytop

     Planners are Liz Price and Nancy Paul.  Rates quoted are $245 single / $335 double occupancy / $398 separate beds

 

PBI Report by Roger Meilton

  • 4000 members using the on-line education system which allows up to 3 credits is going very well
  • Philadelphia Bar extended their lease for 12 years to 2016
  • Lexis/Nexis is now publishing some of the text books online

 

Nominating Committee Report by Marianne Canning, Chair

 

     The Nominating Committee submits the following list of Nominees to be considered for election to serve in the noted PABE offices for the years 2004 and 2005:

                      President:                        Nancy R. Paul, Montgomery County

                      Vic-President                  Becky H. Morgenthal, Cumberland County

                      Secretary:                       Diane Krivoniak, Westmoreland County

                      Treasurer:                       Susan Kenny, Monroe County

   

     Ev Sullivan moved to accept the nominations as presented; Ken Shear second the motion; vote: all in favor.

 

Art Birdsall thanked everyone for their support the past 2 years and turned the meeting over to Nancy Paul, the newly elected President.

 

President Paul noted that our next PABE meeting will be at the CCBL Conference and our meeting will be Friday morning at a time to be announced.

                      Diane Krivoniak noted a change in notary certification contact PAN

 

                      Shelly Lawson noted that this is Blue Cross and Blue Shield open enrollment time.
